Countering incidents of violence in public spaces

Abstract:
What can a city like Zurich do when a popular meeting place suddenly becomes a focal point for conflict and violence? On the lakeshore, rising alcohol consumption and increasing physical violence among young people created a threatening dynamic that was further fuelled by social media. Conventional police measures such as increased presence, repression and video surveillance seemed to exacerbate the problem and only attracted more young people in search of ‘action’. The turning point came when a unique co-operation between social work, prevention and the police was launched. Through a coordinated approach and the use of outreach social work, a concept is developed that calms the situation in the long term. Each agency acts according to its own mandate, but with a common goal: to make public spaces safe and accessible for everyone. The presentation shows how Zurich has successfully responded to the escalation of violence and presents tried and tested approaches that can serve as a model for dealing with similar conflicts in public spaces.

My name is Ella Bürge. I completed my four-year studies in social education at the Higher Vocational School for Social Pedagogy ARTISET in Lucerne.

During this time, I worked with children and adolescents with behavioral challenges, as well as adults with mental or physical impairments. Since November 2023, I have been working as a patrol leader at sip züri. In this diverse role, I engage with people in public spaces in the city of Zurich, supporting them in social emergencies, de-escalating conflicts, and striving to mediate and connect.

My social pedagogical approach, which focuses on meeting people in their lived realities, enables me to think systemically and adopt a resource-oriented perspective. My goal is to support individuals, expand their scope for action, and facilitate social participation.

My name is Alexandra Neumann. I completed my bachelor's and master's degrees in social work in my hometown of Munich. During this time, I worked in forensic psychiatry and later in a secure facility for delinquent and mentally ill adolescents. For the past three years, I have been working at sip züri in Switzerland, and for the past two years, I have held the position of deputy team leader.

In my work, I support people in social emergencies and de-escalate conflicts in public spaces through outreach social work. This includes providing individual counseling, connecting relevant stakeholders, and managing acute crises. My goal is to offer sustainable support and create networks between all involved parties.
